Technology required in governance (and policing) is generally very simple. In most cases, the requirement is digitalisation. Consider Integrated Criminal Justice System (ICJS) [including CCTNS], Government-e-Marketplace (GeM), DigiLocker, etc., all are simply digitalisation projects. The real challenge is overcoming the bureaucratic hurdles and work culture inertia. They both stifle efficiency in governance, and unfortunately are very much dominant.
